The applicant receives one answer per point, not a scanned letter. Nothing is sent until every point is decided.
The applicant sees each answer against the point it addresses. No fee was charged — Section 7(6) applied. The delay of two days is on the record and visible to the Appellate Authority.
As First Appellate Authority you have 30 days, extendable to 45 with reasons recorded under Section 19(6). Each appeal arrives with the CPIO's answers and the grounds the appellant has cited, side by side.
